OWL Web Ontology Language Parsing OWL in RDF/XML W3C Working Group Note, 2004-01-21 by Sean Bechhofer, University of Manchester based on his earlier work Parsing OWL and seems to be substantially the same from a quick skim, still not doing all the OWL checks for OWL DL/Lite, likely since it's a parser not something more sophisticated.
